Nie tylko świętowanie. We wtorek 12 V w Leoncinie radni i sołtysi usłyszeli raport z inwestycji, które zmieniają twarz gminy. 225 tysięcy złotych na skatepark i 700 tysięcy na schronienie dla mieszkańców – to główne punkty XXXV zwyczajnej sesji Rady Gminy Leoncin.
Spotkanie odbyło się w Świetlicy Wiejskiej w Leoncinie. Obradom przewodniczył Marek Dominiak, przewodniczący Rady Gminy. Po zatwierdzeniu porządku i protokołów z poprzednich sesji głos zabrał wójt Adam Krawczak. Jego informacja z działalności między sesyjnej była wypełniona konkretami.
– Pozyskaliśmy środki na skatepark w kwocie 225 tysięcy złotych przy łącznej wartości inwestycji 370 tysięcy złotych – poinformował wójt. – Pozyskaliśmy również 700 tysięcy złotych na miejsce schronienia, które będziemy realizować w dolnej części budynku po byłym SKR. Inwestycja musi mieć projekt budowlany, więc rozpoczęliśmy też rozmowy z biurami projektowymi oraz służbami, które będą uczestniczyły w tej inwestycji.
Gmina nie zwalnia tempa. Złożono również wniosek na modernizację kolejnej części Magazynu Obrony Cywilnej. Rozstrzygano przetargi – na budowę ulicy Lipowej w Wincentówku i zakup samochodu asenizacyjnego. W przypadku ulicy Lipowej przetarg został rozstrzygnięty, a umowa zostanie podpisana w najbliższych dniach. Gorzej z wozem asenizacyjnym. – Postępowanie nie zostało rozstrzygnięte z powodu wyższych ofert od kwoty, jaką przewidywaliśmy. Przetarg będziemy ponownie ogłaszać – przyznał wójt.
Firma zakończyła remonty dachów na budynkach po SKR. – Ten etap mamy już zamknięty. Teraz zajmiemy się uporządkowaniem terenu, który z jednej strony będzie służył gminie, a z drugiej celom obrony cywilnej – dodał Krawczak.
Następnie radni wysłuchali informacji radnej powiatowej Sylwii Jabłońskiej o działaniach Rady Powiatu Nowodworskiego. Kolejno głos zabrała Natalia Szumska-Strzelczak, kierownik Ośrodka Pomocy Społecznej w Leoncinie. Przedstawiła sprawozdanie z działalności Ośrodka za rok 2025, w tym dane z realizacji Gminnego Programu Przeciwdziałania Przemocy Domowej i Ochrony Osób Doznających Przemocy Domowej na lata 2024-2028 oraz Gminnego Programu Wspierania Rodziny na lata 2024-2026.
Skarbnik Gminy Anna Piasecka przedstawiła zmiany w Wieloletniej Prognozie Finansowej Gminy Leoncin na lata 2026-2035 oraz zmiany uchwały budżetowej na 2026 rok. Zmiany zyskały jednogłośną akceptację Rady.
Radni przyjęli również kilka kluczowych uchwał. Dotyczyły one: określenia rodzajów świadczeń przyznawanych w ramach pomocy zdrowotnej dla nauczycieli; ustanowienia maksymalnych cen za usługi przewozowe w publicznym transporcie zbiorowym; przyjęcia Oceny Zasobów Pomocy Społecznej Gminy Leoncin za 2025 rok; ustalenia szczegółowych zasad ponoszenia odpłatności za pobyt w Centrum Opiekuńczo Mieszkalnym w Górkach; oraz zmiany uchwały w sprawie utworzenia Rady Seniorów Gminy Leoncin.

Skatepark, a shelter, and a sewage truck problem. Leoncin’s accounts from the May session
Not just celebrations. On Tuesday, May 12, in Leoncin, councilors and sołtys heard a report on investments that are changing the face of the municipality. 225 thousand zlotys for a skatepark and 700 thousand for a shelter for residents – these were the main points of the 35th regular session of the Leoncin Gmina Council.
The meeting took place at the Village Hall in Leoncin. The proceedings were chaired by Marek Dominiak, Chairman of the Gmina Council. After approving the agenda and the minutes of previous sessions, Gmina Mayor Adam Krawczak took the floor. His report on inter-session activities was filled with specifics.
– We have obtained funds for a skatepark in the amount of 225 thousand zlotys, with a total investment value of 370 thousand zlotys – the Mayor announced. – We have also obtained 700 thousand zlotys for a shelter, which we will build in the lower part of the building of the former SKR (village service center). The investment requires a construction design, so we have also started talks with design firms and the services that will participate in this investment.
The municipality is not slowing down. An application was also submitted for the modernization of another part of the Civil Defense Warehouse. Tenders were decided – for the construction of Lipowa Street in Wincentówek and for the purchase of a sewage truck. In the case of Lipowa Street, the tender was decided and the contract will be signed in the coming days. The situation was worse with the sewage truck. – The proceeding was not concluded due to offers higher than the amount we had budgeted. We will announce the tender again – the Mayor admitted.
A company has completed roof renovations on the buildings of the former SKR. – We have closed this stage. Now we will deal with tidying up the area, which on the one hand will serve the municipality and on the other hand serve civil defense purposes – Krawczak added.
Next, the councilors heard a report from district councilor Sylwia Jabłońska on the activities of the Nowy Dwór County Council. Then, Natalia Szumska-Strzelczak, head of the Social Assistance Center in Leoncin, took the floor. She presented a report on the Center’s activities for 2025, including data on the implementation of the Gmina Program for Counteracting Domestic Violence and Protecting Victims of Domestic Violence for 2024-2028 and the Gmina Family Support Program for 2024-2026.
Gmina Treasurer Anna Piasecka presented changes to the Long-Term Financial Forecast of the Leoncin Gmina for 2026-2035 and changes to the budget resolution for 2026. The changes received unanimous approval from the Council.
The councilors also adopted several key resolutions. They concerned: determining the types of benefits granted as part of health assistance for teachers; establishing maximum prices for transport services in public collective transport; adopting the Assessment of Social Assistance Resources of the Leoncin Gmina for 2025; establishing detailed rules for paying fees for stays at the Care and Living Center in Górki; and amending the resolution on the establishment of the Senior Council of the Leoncin Gmina.
