Nowe możliwości dla rodzinnych ogrodów działkowych w Nasielsku

Uchwała Rady Miejskiej w Nasielsku z dnia 20 VI 2024 r. otwiera nowe perspektywy dla stowarzyszeń ogrodowych prowadzących rodzinne ogrody działkowe na terenie gminy Nasielsk. Na mocy tej uchwały, stowarzyszenia te mogą ubiegać się o dotacje celowe z budżetu gminy na realizację projektów służących rozwojowi i modernizacji ogrodów.

Na podstawie art. 18 ust. 2 pkt 15 ustawy z dnia 8 marca 1990 r. o samorządzie gminnym, art. 221 ust. 4 ustawy z dnia 27 sierpnia 2009 r. o finansach publicznych oraz art. 17 ust. 1 i 2 ustawy z dnia 13 grudnia 2013 r. o rodzinnych ogrodach działkowych, Rada Miejska Nasielska przyjęła uchwałę, która określa tryb postępowania, sposób rozliczania oraz kontrolę zadania realizowanego z dotacji celowej dla stowarzyszeń ogrodowych prowadzących ROD.

Cele dotacji

Dotacje celowe z budżetu gminy Nasielsk mogą być przyznawane na realizację zadań związanych z budową, rozbudową, modernizacją, odnową lub remontem infrastruktury ogrodowej, dróg ogrodowych, parkingów, alejek, sieci wodociągowej lub elektrycznej, oświetlenia, ogrodzenia, monitoringu oraz hydroforni.

Procedura ubiegania się o dotacje

1. Wniosek: Stowarzyszenia ogrodowe ubiegające się o dotację muszą złożyć wniosek do Burmistrza Nasielska według wzoru stanowiącego załącznik do uchwały.
2. Ogłoszenie o naborze: Informacje o naborze wniosków, sposób, miejsce i termin ich składania oraz wysokość środków finansowych dostępnych w budżecie gminy będą podawane do publicznej wiadomości na stronie internetowej gminy, w Biuletynie Informacji Publicznej oraz na tablicy ogłoszeń Urzędu Miejskiego.
3. Dokumenty: Do wniosku należy dołączyć dokument potwierdzający prawo do władania nieruchomością, oświadczenie o nieprowadzeniu działalności dla zysku, projekt (jeśli wymagany) oraz harmonogram planowanych inwestycji.
4. Rozpatrywanie wniosków: Wnioski będą rozpatrywane według kolejności zgłoszeń, a braki formalne mogą być uzupełnione w ciągu 7 dni od powiadomienia. Dotacje będą przyznawane w wysokości do 80% wartości inwestycji.
5. Kontrola: Burmistrz Nasielska sprawuje kontrolę nad prawidłowością wykonywania zadania, zarówno w trakcie realizacji, jak i po jego zakończeniu.

New Opportunities for Allotment Gardens in Nasielsk

Resolution No. II/23/24 of the Nasielsk Town Council dated June 20, 2024, opens new opportunities for garden associations managing allotment gardens in the Nasielsk municipality. Under this resolution, these associations can apply for targeted grants from the municipal budget for projects aimed at the development and modernization of gardens.

Key Information About the Resolution

Based on Article 18, Section 2, Item 15 of the Local Government Act of March 8, 1990, Article 221, Section 4 of the Public Finance Act of August 27, 2009, and Article 17, Sections 1 and 2 of the Act on Allotment Gardens of December 13, 2013, the Nasielsk Town Council has adopted a resolution that outlines the procedure, method of settlement, and control of tasks carried out with targeted grants for garden associations managing allotment gardens.

Objectives of the Grants

Targeted grants from the Nasielsk municipal budget can be allocated for tasks related to the construction, expansion, modernization, renovation, or repair of garden infrastructure, garden roads, parking lots, pathways, water or electricity networks, lighting, fencing, monitoring, and pumping stations.

Grant Application Procedure

1. Application: Garden associations applying for a grant must submit an application to the Mayor of Nasielsk according to the form attached to the resolution.
2. Announcement of the Call for Applications: Information about the call for applications, including the method, place, and deadline for submission, as well as the amount of funds available in the municipal budget, will be publicly announced on the municipal website, in the Public Information Bulletin, and on the notice board at the Municipal Office.
3. Documents: The application must include a document confirming the right to manage the property, a statement that the association is not operating for profit, a project (if required), and a schedule of planned investments.
4. Application Review: Applications will be reviewed in the order they are received, and formal deficiencies can be corrected within 7 days of notification. Grants will be awarded to cover up to 80% of the project cost.
5. Control: The Mayor of Nasielsk will oversee the proper implementation of the task, both during and after its completion.

Effective Date of the Resolution

The resolution will come into effect 14 days after its publication in the Mazowieckie Voivodeship Journal.
