- Zakup licencji do zarządzania procesami druku legitymacji za prawie 300 tysięcy złotych.
Decyzja o uchyleniu artykułu 29 rodzi pytania o sens i celowość tych wydatków. Dodatkowo, bezprzedmiotowe stanie się rozporządzenie MSWiA z czerwca 2022 roku, które określało zasady wydawania legitymacji dla strażaków OSP oraz osób posiadających uprawnienia do świadczeń ratowniczych. Rozporządzenie to zostało wydane na podstawie właśnie tego artykułu.

Unexpected Amendment to the Volunteer Firefighter Act

The Ministry of the Interior and Administration (MSWiA) is planning to amend the Volunteer Firefighter Act (OSP) as part of a broader bill on civil protection and defense. A significant change involves the complete repeal of Article 29, which pertains to the issuance of identification cards for volunteer firefighters.
Article 29, which is proposed to be repealed, stated that: “Volunteer firefighter, during the tenure of this role, and a person entitled to rescue benefits, during the period of entitlement, receives an identification card for the purpose of identification and access to additional benefits as mentioned in Article 27, containing the following data: name, photograph…”.
This proposal has caused considerable surprise, especially since since 2022, the General Headquarters of the State Fire Service (KG PSP) has been actively implementing a system of ID cards for volunteer firefighters. Significant funds have been allocated for this initiative, including:
- Delivery of ID card blanks for over 177,000 PLN,
- Purchase of printers for over 780,000 PLN,
- Purchase of programmers for the digital layer of the ID cards for over 170,000 PLN,
- Purchase of licenses to manage ID card printing processes for nearly 300,000 PLN.
The decision to repeal Article 29 raises questions about the purpose and justification of these expenses. Additionally, the MSWiA’s regulation from June 2022, which specified the issuance rules for volunteer firefighter ID cards and rescue benefit entitlements, will become irrelevant. This regulation was based on the very Article 29 that is now proposed for repeal.
The rationale for the amendment does not explain why the repeal of Article 29 is necessary.
