Droga krajowa nr 62 pozostaje w zarządzie Generalnego Dyrektora Dróg Krajowych i Autostrad. Kompletna dokumentacja projektowa to jeden z podstawowych etapów, który pozwala uzyskać wymagane decyzje i uzgodnienia, a potem przejść do robót budowlanych.
Zdaniem autorów uzasadnienia zaangażowanie gminy na etapie dokumentacji przyspieszy przygotowanie inwestycji i stworzy warunki do przejścia do kolejnego etapu, czyli budowy.
Municipality to pay for pedestrian path design along national road 62
The Zakroczym municipality will contribute to the preparation of a path for pedestrians, or for pedestrians and cyclists, along national road No. 62. The project is to cover the section from km 177+100 to km 180+100, in the villages of Wygoda Smoszewska, Emolinek, and Trębki Nowe. The Zakroczym Town Council approved the conclusion of an agreement on this matter with the General Director for National Roads and Motorways at its September session.
The resolution provides that money from the municipal budget will be used to prepare the design documentation needed to get the project ready. The detailed scope of the task, the amount and terms of the co-financing, the obligations of both parties, and the conditions of implementation will be set only in the agreement between the Mayor of Zakroczym and the General Director for National Roads and Motorways. The resolution does not state an amount. All 15 council members voted for the resolution. It took effect on the day it was adopted.
Why is the municipality paying for a design along a road it does not manage? The justification attached to the draft resolution explains that the laws on public roads and on public finance allow local governments to finance or co-finance tasks on roads run by other road authorities on the basis of an agreement. National road No. 62 is managed by the General Director for National Roads and Motorways. Complete design documentation is one of the basic stages that makes it possible to obtain the required decisions and approvals and then move on to construction work. That work is to be carried out by the General Directorate for National Roads and Motorways.
The same document stresses that the project is especially important for the safety of residents of the villages along national road No. 62. The road carries heavy traffic, including trucks. Separate infrastructure for pedestrians and cyclists is meant to limit their direct contact with cars. The project fits into the efforts of the Ministry of Infrastructure and the General Directorate for National Roads and Motorways to add pedestrian and cycling infrastructure to the national road network, including under the National Road Network Strengthening Program until 2030.
According to the authors of the justification, the municipality's involvement at the documentation stage will speed up the preparation of the project and create the conditions for moving on to the next stage, construction. This is beneficial for the municipality because, with a financial contribution limited to the cost of the documentation, it will be possible to bring about a much larger project on the national road that will directly serve the residents of the Zakroczym municipality.
